Pro-rated billing.
Charges for users that are active for less than a month, or files stored for less than a month, are pro-rated.
For example, a user that is active for 15 days in a 30 day month contributes 0.5 to the total active user count.
The same approach is taken with storage. A 1.5 GB file stored for 20 days in a 30 day month contributes 1 GB to the total storage used.

An active user is a user that has taken a deliberate action within WhenRadar in the last 14 days.
A GB is defined as 1,000,000 bytes.
